New York Restricts AI in Schools

New York City is imposing a 12-month moratorium on student-facing generative AI across its public schools, marking one of the most extensive restrictions of its kind in the US. The policy will affect nearly 600,000 students through eighth grade.

Under Mayor Zohran Mamdani’s initiative, classroom software incorporating GenAI and companion chatbots will be restricted for younger students. The objective is to preserve human interaction, independent problem-solving and teacher-led learning during critical developmental years.

Teachers will still be permitted to use approved AI tools for lesson planning and operational activities. Exceptions will also apply to certain assistive technologies, multilingual learners and career-readiness programs, including computer science.

The move reflects growing concern about how early exposure to AI could affect learning, critical thinking, relationships and child development. Rather than treating AI adoption as inevitable, New York plans to use the moratorium period to assess its educational and social impact.

Technology suppliers will also face greater scrutiny. AI and other technology products used by New York City Public Schools will be reviewed for safety, transparency, ethics, learning design, research evidence and instructional value. Tools failing to meet required standards could be prohibited.

New York is not abandoning AI education altogether. Up to 50,000 high school students aged 14 to 18 will participate in limited pilots and AI-literacy sessions covering bias, ethics, risks, responsible use and AI’s potential impact on careers.

The policy highlights a broader challenge confronting education systems worldwide: how to prepare children for an AI-powered future without allowing technology to replace the human experiences essential to learning. New York’s approach suggests the answer may not be banning AI permanently, but establishing where, when and how it belongs in education.
